KRA Signs MOU with ERCA

 
 

On 21st September 2010, Kenya Revenue Authority (KRA) and Ethiopian Revenues and Customs Authority (ERCA) signed a Memorandum of Understanding (MoU) on implementation of a bilateral agreement. The MoU also covers mutual administrative assistance relating to customs and tax matters between Kenya and Ethiopia. The MoU was signed in Addis Ababa, Ethiopia by the Commissioner General M.G. Waweru and the Director General, ERCA Mr. Malaku Fenta.
KRA delegation was led by the Commissioner General, Mr. M. G. Waweru, and he was accompanied by Commissioners Mrs. Wambui Namu, Mr. Joseph Nduati and Mr. Mumo Matemu of Customs Services, Investigation and Enforcement and Support Services departments respectively.  Others were Senior Deputy Commissioner Board Corporate Services and Administration Ms. Wairimu Ng’ang’a and acting Senior Deputy Commissioner Programmes Division, Customs Services Department Mr. Nicholas Ngeera.
The bilateral MoU is now more significant with the increased role of customs in trade facilitation and strengthening, modernizing and administration of customs and tax revenues in enforcement of trade laws and regulations.

Considering the porous nature that Kenya and Ethiopia borders share, the technical nature of smuggling and fiscal evasion and threats to national security, both Revenue Authorities agreed that there was need to effectively perform their overall mandate through collaborative efforts with relevant stakeholders and customs and tax administrations of neighbouring countries.

The objectives of the MOU are;

  • To establish a partnership and mutual administrative assistance in the exchange of intelligence information useful in the fight against smuggling and all other forms of fiscal evasion.
  • To strengthen the anti-smuggling and intelligence strategy of KRA and ERCA by;
    • Eradicating smuggling and illegal practices at the border by strengthening partnerships for the exchange of information and intelligence,
    • Creating closer co-operation between KRA and ERCA in border management so as to increase efficiency in service delivery, facilitate trade and prevent smuggling.

The implementation of the MoU comes into effect immediately.
